Oyo Begins Statewide Registration of Traders, Artisans, Industrialists

The Oyo State Government has commenced a statewide data capture and identity card registration exercise for traders, artisans, cooperative members and industrialists across the 33 local government areas of the state.
The initiative, being implemented by the Ministry of Trade, Industry, Investment and Cooperatives, is designed to establish a comprehensive and verified database of businesses and economic operators across Oyo State.
According to the state government, the exercise will provide reliable data that can be used for economic planning, policy formulation and the effective distribution of government interventions to members of the organised and informal business sectors.
Under the programme, each registered beneficiary will be issued a chip-enabled and QR-coded identity card produced in an ATM-card format. The card is expected to serve as a verifiable means of identification for beneficiaries and provide government with better access to information about the state's business community.
Each beneficiary is required to pay a registration fee of N1,000, which is to be paid into the beneficiary's own account as part of the registration process.
The government said the registration will be linked to the National Identification Number (NIN) and Bank Verification Number (BVN) of beneficiaries. The linkage is intended to strengthen verification, prevent multiple registrations and reduce fraudulent claims during the implementation of government programmes.
Consultants engaged for the exercise are expected to visit markets, trade associations, cooperative societies, artisan clusters, industrial areas and other business locations across the state to facilitate registration and data capture.
The identity cards are expected to be produced and made available to beneficiaries within one month after their biometric and other relevant information has been captured.
Oyo State has a large and diverse informal and formal business sector comprising traders, artisans, manufacturers, cooperative societies, agro-processors, small and medium-scale enterprises and other entrepreneurs.
For years, the absence of a comprehensive and regularly updated database of these economic operators has presented challenges for effective government planning and targeted intervention.
The new registration exercise is therefore expected to provide the state government with clearer information on the number, location and nature of businesses operating across the 33 local government areas.
Beyond identification, the database could help the government determine areas requiring infrastructure, financial support, skills development, market facilities and other forms of economic assistance.
The exercise is also expected to contribute to the growth of the Oyo economy by strengthening the relationship between government and businesses, particularly micro, small and medium-scale enterprises that constitute a significant part of economic activity.
With reliable data on traders, artisans, cooperatives and industrialists, the government could better design programmes around access to finance, entrepreneurship development, vocational training, business support and market infrastructure.
The initiative could also enhance the state's internally generated revenue planning by giving authorities a clearer understanding of economic activities taking place across different communities, while ensuring that government policies are based on verifiable information rather than estimates.
Security is another potential benefit of the registration exercise. A verified database and identity system could make it easier to establish the identities of business operators within markets and commercial clusters. The QR-coded cards and integration with NIN and BVN could further strengthen verification and help reduce identity-related fraud.
However, the database will be most effective if it is regularly updated and managed with appropriate safeguards for personal information.
The exercise is expected to improve coordination between government agencies and the business community while providing a foundation for more accurate economic forecasting and development planning.
For Oyo State, the long-term objective is to build a more organised, identifiable and data-driven business environment capable of supporting investment, employment creation and sustainable economic growth.
